This is that relatively rare volume: a stand-alone Jack Chalker novel.

Humanity was been slowly expanding across the galaxy, using wormhole gates and settling planets as they go. But a race, known as the Titans and which are apparently untouchable, has decided that it likes the planets that humans have so laboriously been trerraforming. And when they take over a planet, all power dies, and they scour the surface clear of all men's works, leaving the few survivors to become naked savages. But on one such planet, a possible counter to them may have been left. It's up to one band of ... you've got the story.

It's pretty predictable, not particularly introspective, and after the usual hijinks, it all wraps up neatly. I didn't find it clunky, but I didn't find it particularly original either - just a fairly standard run-of-the-mill space adventure, an undemanding though fun read.
